Explaination
License Plate Breakdown
These two Japanese letters indicate the prefecture where the car was registered. Japan is divided into 47 subdivisions or "prefectures". In this case its "Tokyo".
The harigana character is used to help distiguish vehicles.
The classification ID is used to distinguish what type of vehicle it is.
The registration number can be up to 4 numberals.
